Construction of the project will be competitively bid in accordance with Iowa Code, Chapter 26. We will not have construction management, rather the district will rely on the Director of Construction and Chief Operations Officer as representatives.
Commissioning services will be performed in accordance with the municipality in which this facility is located and will be secured by the district. The district would prefer that the awarded architect work with us on their preferred timeline for services to begin.
Please outline your plan for identifying and soliciting long lead time items. We are open to further discussion on this issue. The point of this language is that long lead time items should be identified by the architect and the architect should work with the contractor on scheduling and procuring long lead time items to avoid timing issues. The expectation of the Owner is that the architect should assist in ensuring no delays for long lead time items.
This section should not discuss two phases and instead the project will only have one large phase which includes design, bidding, construction administration, close out and warranty and you are looking for one lump sum bid for that entire project. We apologize for including that extra section and causing confusion.
Fixed lump sum fee arrangement for this size of a project. We are open to an additional level of detail that falls outside the lump sum fee arrangement. This type of documentation is most critical for any Additional and Hourly rate work that may be outside the flat fee.
We would like the design and development process to help guide that work. There are additional internal factors that we would like to discuss with the awarded architect.
We don’t expect you to submit six decades of work. We would defer to you by offering you the opportunity to respond with a listing of work you feel to be appropriate and is representative of your efforts but no less than three years of representative work.

The District understands the limitations with regard to pre-qualifying bidders under the recent law changes in the competitive bidding laws. Accordingly, this language should be interpreted as simply asking the Architect to provide any informal feedback or information to the District as far as potential bidders and their work product on prior projects that they may have worked with them on that could potentially be useful to the District later in determining whether a successful bidder is a “responsible bidder”. The qualifying of bidders is more important during the bidding phase and the Owner would expect assistance from the Architect in evaluating the bidders for both responsiveness and responsibility.
While the District understands that the Contractor is responsible for its own means and methods in performing its work, the District would ask the Architect to oversee or assist contractor activities with consultants, testing entities, etc. It is the expectation that the Architect will keep the Owner reasonably apprised of the contractor’s activities on site and, if appropriate, assist in coordinating the contractor’s activities with others to ensure the project is running smoothly.
The District welcomes any photography or small imagery (no larger than 11×14) visually describing or depicting precedent projects. Any photography or imagery should fit within the submitted written proposal. This applies to both Part 2 Paragraph C as well as Attachment C. Paragraph C’s language was designed to preclude any large visual depictions (foam board, poster board, displays or digital videos, etc.) being sent to the district with the proposal in order to keep proposals as uniform as possible among proposers.
